Carl Waagen was the brother of Gustav Friedrich Waagen (1794-1868), a well-known art historian. Their father was also a painter, Friedrich Ludwig Heinrich Waagen (1750-1822). Carl Waagen received his artistic education at the Academy in Dresden and later at the Academy in Prague. He then spent some time in Breslau, where he worked on the production of miniatures and the restoration of paintings before travelling to Italy. After his return, Waagen devoted himself to landscapes, portraiture, and the art of lithography.
