Object history
This may have been part of a compendium, which would account for the poor quality of both board and printing, along with Misc 1337 & 1339-1991

The quality of the board and printing is quite poor which suggests a date just before the 1st World War or during it. On the lower left edge is BRITISH MANUFACTURE, though British is very smudged.
Historical context
Rules:
The illustration show three railway tracks which merge and separate to finally end with one going into a siding; also shown are an engine and tender , stations and signal boxes.

Probable rules:
Each player starts on a different track and the one who reaches the siding first wins. There will be forward and backward rewards and forfeits and it is probable that should two arrive at a merge they would exchange places.
