This ritual wheel probably represents a dharmacakra or Buddhist ' Wheel of the Law', symbolising the teachings of the Buddha. The projections can be interpreted as umbrellas, a motif associated, together with the wheel (cakra), with universal rulers. Another, if less likely explanation is that this spoked wheel originally formed the radiating nimbus of a Buddha statue, fixed behind the head.
