A dilapidated windmill, with some of its sails broken, is situated between cottages on the right bank of a river full of sailing ships and a view of Haarlem in the distance. In the foreground is a small rowing boat with four fishermen, one of them using a fishing pole and the others pulling up nets near reeds.
