Workmen with axes and a small crane attempt to demolish the statue from one side with little effect. The text roughly translates as 'Dictatorship & Communist snobbery and arrogance are all part of the bureaucrat's arsenal. It's almost impossible to fight against him, yet there is a way...Blow him up!'.
