The design represented by this model was devised by the Department of Architecture and Civic Design of the Inner London Education Authority (ILEA), the head architect of which from 1971 to 1978 was Sir Roger Walters (1917–2010). He was not therefore necessarily directly responsible for all the particulars of this design, which was likely produced by the team under his direction, but he had oversight of all the works produced by the department at that time.

The architectural model represents a nursery school interior, including main schoolroom, quiet area, lavatories, staff-room and kitchen. The absence of a named location and the focus on the interior layout suggests that it is probably a generic design rather than a proposal for a specific site, as is also implied by the code ‘728 S’ on the label. The fact that it is equipped with its original travelling case also supports this and suggests that it was intended as a standard solution that could be displayed in relation to numerous sites within the ILEA area, and therefore needed to be readily transportable.
