Le Foudroyant [The Thunderer] was the fourth ship of that name and was launched on 14 November 1693 at Brest. Presumably the inscription refers to the subsequent fitting-out and decoration. Hubert Champy Desclouzeaux was the `intendant' of the harbour at Brest and customarily sent Bérain plans of the ships that were to be decorated.
