The image shows a hand rising from underground to brandish the flags of independent Estonia, Latvia and Lithuania. The independence movement within the three Baltic States (incorporated into the U.S.S.R. in 1940) came to a head in 1988. Resolutions were passed in the three countries' Supreme Soviets to give official status to their respective languages, and to legalize the pre-War flags of each state.' |
