They are General Kitchener (1850-1916), Lord Charles Beresford (1846-1919), and Lord Salisbury (1830-1903).
The back sheet has a list of Francis & Day & Hunter's 'Newest Comic Songs'. The inside cover of this sheet is printed with the lyrics for the song.
