In the nineteenth century, growth in clerical work led to the development of purpose-built offices. This is one of the proposed buildings suggested by Colonel (later Lieutenant-General Sir) Andrew Clarke (1824-1902), who in 1864 was appointed Director of Engineering Works at the Admiralty. His radical proposals for the redevelopment of the Government Offices included the large-scale demolition of a large part of the Whitehall site. This model which represents about 224 rooms is cut away and shows the layout of the various floors.

Physical description
Model, a t-shaped building with eight levels. Parts of the roof are cut away and covered wih glass and the end walls are open revealing the interior floors and light-wells. The windows and the facade details are painted on. Plaster, wood and cardboard, glass.

Summary
