Silver-gilt plaque sewn to a piece of faded blue velvet. The plaque is shield-shaped with a pierced repousse floral design. There are nine loops along the lower end of the plaque, each of which has a short length of loop-in-loop chain attached, with a bell at its lower end. There are three similar loops on the top edge of the plaque, which have chains attached connected to a rectangle of metal at the top of the piece of velvet.
