Fraser lived in Kolkata between 1813 and 1820. The Town Hall with its distinctive Doric columns was completed in the year that he arrived. It was built by architect Col. John Garstin, from funds raised by a lottery, as a place for Europeans to have social gatherings. Located on the edge of the Esplanade, it has survived till the present.
