The triumvirate King William, Count von Bismarck and Count von Moltke, the Chief of Staff of the Prussian Army, are portrayed as the accomplices of the mass murderer Troppman, marching menacingly along the road to Paris. Troppmann was a maniac killer who had hacked to pieces and buried a whole family in the Pantin Plain. He was finally arrested at the end of 1869 and guillotined on 8 January, 1870.
