He is identified by an inscription as Prince Hohenlohe, whose full name is Chlodwig Carl Viktor, Prince of Hohenlohe-Schillingsfürst, Prince of Ratibor and Corvey (1819-1901), a German statesman who serves as Chancellor of Germany and Prime Minister of Prussia 1894 to 1900.
