A dramatist, theatrical manager and journalist, Cooper spent the majority of his career working at the City of London Theatre and at small theatres in Kent.

His son, F. Renad Cooper wrote an account of Fox Cooper's life entitled, 'Nothing extenuate : the life of Frederick Fox Cooper'.
