This is a black and white mohair panda bear, made by Steiff in about 2000. It still has both its tags attached, proving its authenticity.
Steiff was founded in 1880 by Margarete Steiff, who designed the prototypes herself. However, it did not initially make teddy bears, something it began in 1902, and is now world famous for. The company remains popular to this day and its soft toys are known for their high quality.

Mohair panda made in Germany by Steiff in about 2000, tags still attached
Physical description
Mohair panda with black button eyes. Velveteen fabric acts as pads on the paws, and shorter mohair is used around the eyes. The panda has both its elephant tag attached to the chest, and its button tag attached through the left ear. The nose and mouth are both stitched in black.
