President Roosevelt "Number One Liar" of the United States?

Though Portugal was officially neutral during World War II, the Portuguese government allowed the Allies to set up military bases on its soil and in its ports. This poster was probably produced by German propagandists for distribution in Portugal to stir up dissent towards the Allied forces. Franklin Delano Roosevelt (1882-1945) served as President of the United States throughout World War II, his presidency covering 1933-1945.
The text of this poster takes as its starting point the American media's liberal awarding of "firsts" and "number ones" throughout American culture. It lists, for example, that the President's wife is called the "First Lady" and that mafia gangster Al Capone was dubbed "No. 1 Gangster". Following these examples, the text cites various political and diplomatic events in order to portray Roosevelt as the "No.1 Liar". This accusation was designed to provoke political upheaval, and with the hope of rousing Portugal from its neutral stance by encouraging anti-American sentiment.
